The Geological Society of London was the first learned society to be devoted solely to geology, and its members were responsible for much of the spectacular progress of the science in the nineteenth century. Its distinctive character as a centre of geological discussion and research was established within the first five years from its foundation in 1807. During this period its activities were directed, and its policies largely shaped, by its President, George Bellas Greenough, on whose unpublished papers this (...) account is chiefly based.The Society began as a small scientific dining club in London, but it developed rapidly into a learned society with a nation-wide membership. It became so independent in outlook and so active in research that it was felt to threaten the esteem of the Royal Society; and little more than a year after its foundation it clashed with the Royal Society so violently that its continued existence was for a time uncertain.Its development into a large independent society was the outcome of its ‘Baconian’ view of the importance of collecting geological facts as a surer basis for geological theories. For this purpose it initiated an ambitious scheme for co-operative research, which would unite the efforts of ‘philosophers’ with those of ‘practical men’. Society has historically not taken a benign view of genetic disease. The laws permitting sterilization of the mentally re tarded~ and those proscribing consanguineous marriages are but two examples. Indeed as far back as the 5th-10th centuries, B.C.E., consanguineous unions were outlawed (Leviticus XVIII, 6). Case law has traditionally tended toward the conservative. It is reactive rather than directive, exerting its influence only after an individual or group has sustained injury and brought suit. In contrast, state legislatures have not been (...) inhibited in enacting statutes. Many of their products can be characterized as hasty, unnecessary, ill-conceived, and based on the heart rather than the head. Moreover the lack of expert consultation sought has also been remarkable. One state legislature, for example, has advocated immunization for sickle cell anemia! Many others have enacted laws for the screening of inborn errors of metabolism, e.g., phenylketon uria, but have poorly defined the lines of responsibility to secure compliance. A spate of specific disease-related bills has emerged in the u.S. Congress, each seeking recognition and appropriations. Sickle cell anemia, hemophilia, Cooley's anemia and Tay-Sachs disease have been among the front-runners for support. Finally, in 1975, Congress has begun to examine an omnibus bill concerning all forms of genetic disease. The bill, termed the National Genetic Diseases Act is, however, still far from being enacted. The enrolment of children and adolescents in health research requires that attention to be paid to specific assent and consent requirements such as the age range for seeking assent; conditions for parental consent (and waivers); the age group required to provide written assent; content of assent forms; if separate assent and parental consent forms should be used, consent from emancipated young adults; reconsent at the age of adulthood when a waiver of assent requirements may be appropriate and the conditions for (...) waiving assent requirements. There is however very little available information for researchers and ethics committees on how to navigate these different issues. To provide guidance to research initiatives, the SickleInAfrica consortium conducted a thematic analysis of a sample of research ethics guidelines and procedures in African countries, to identify guidance for assent requirements in health research. The thematic analysis revealed that 12 of 24 African countries specified the age group for which assent is required. The minimum age for written assent varied across the countries. Five countries, Algeria, Botswana, Cameroon, Nigeria and The Democratic Republic of Congo require consent from both parents/family council in certain circumstances. Botswana, Nigeria, South Africa and Uganda have specific assent/consent requirements for research with emancipated minors. South Africa and Algeria requires re-consent at onset of adulthood. Five countries (Botswana, Cameroon, Nigeria, South Africa and Tanzania) specified conditions for waiving assent requirements. The CIOMS and the ICH-GCP guidelines had the most comprehensive information on assent requirements compared to other international guidelines. An interactive map with assent requirements for different African countries is provided. The results show a major gap in national regulations for the inclusion of minors in health research. The SickleInAfrica experience in setting up a multi-country SCD registry in Africa highlights the need for developing and harmonising national and international guidelines on assent and consent requirements for research involving minors. Harmonisation of assent requirements will help facilitate collaborative research across countries. (shrink)

Two of the most serious obstacles that plans for global taxation must overcome are: that there is no existing cosmopolitan political community that can serve as the ethical basis for global distributive justice and that many states have no strong interest that would lead them to support the creation of global taxes. I argue that it is possible for a system of global taxation to overcome these problems if a tax could provide a clear benefit to existing political communities and (...) if it could offer some benefit to the states that would bear much of the tax burden. A tax discouraging the use of tax havens is the most promising ways of accomplishing this. This type of tax could be legitimized on the basis of existing national political identities, as it would strengthen these communities by discouraging the violation of national ethical obligations through tax avoidance. States would also have a strong incentive for imposing this type of tax, as limiting the use of tax havens would allow states to collect lost revenue. (shrink)

In the Spring of 1944, an informal discussion took place in Cambridge between Mr. R. S. Whipple, Professor Allan Ferguson and Mr. F. H. C. Butler, concerning the formation of a national Society for the History of Science. This is the opening sentence of the inaugural issue of the Bulletin of the British Society for the History of Science, the Society's first official publication. Butler himself was the author of this outline account of the subsequent approach to the (...) class='Hi'>Royal Society, the parallel moves to establish a National Committee of the International Academy of the History of Science, the formation of a provisional committee to prepare a draft constitution for a national society, and the proceedings of the first Annual General Meeting in May 1947. Whipple had been in Cambridge to discuss his offer to present his collection of old scientific instruments to the University and the possible foundation of a new museum, and Butler, as Secretary of the History of Science Committee in Cambridge, was the chief mover in both this development and an initiative coupled with it to establish a department of the history of science. Indeed, the leading expositor of the pragmatic position in environmental philosophy, Bryan Norton, has delivered withering criticisms of the concept as it has been employed by nonanthropocentrists in the field. Nevertheless, I believe that Norton has left an opening for a recognition of intrinsic value in his arguments, albeit a version that bears little resemblance to most of its traditional incarnations. Drawing from John Dewey’s contextual approach (...) toward moral inquiry, I offer a reconstructed notion of intrinsic value that avoids the metaphysical pitfalls identified by Norton. I argue that this contextual understanding of noninstrumental claims has the advantage of turning our attention toward, and not away from, the critical realm of practice and policy, and that it is especially compatible with the norms of democratic deliberation. By way of example and in defense of my position, I conclude with a rejoinder to Holmes Rolston’s claims about the role of foundational intrinsic value commitments in settling the human-nature dilemma at Royal Chitwan National Park in Nepal. At some point during the 1950s, mainstream American philosophy of science began increasingly to avoid questions about the role of non-cognitive values in science and, accordingly, increasingly to avoid active engagement with social, political and moral concerns. Such questions and engagement eventually ceased to be part of the mainstream. Here we show that the eventual dominance of 'value-free' philosophy of science can be attributed, at least in part, to the policies of the U.S. National Science Foundation's "History and (...) Philosophy of Science" sub-program. In turn, the sub-program's policies were set by logical empiricists who espoused value-free philosophy of science; these philosophers' actions, we also point out, fit a broad pattern, one in which analytic philosophers used institutional control to marginalize rival approaches to philosophy. We go on to draw on existing knowledge of this pattern to suggest two further, similar, contributors to the withdrawal from value-laden philosophy of science, namely decisions by the editors of Philosophy of Science and by the editors of The Journal of Philosophy. Political climate was, we argue, at most an indirect contributor to the withdrawal and was neither a factor that decided whether it occurred nor one that was sufficient to bring it about. Moreover, we argue that the actions at the National Science Foundation went beyond what was required by its senior administrators and are better viewed as part of what drove, rather than as what was being driven by, the adoption of logical empiricism by the philosophy of science community. In a career extending over almost six decades, Nicholas Rescher has conducted researches in almost every principal area of philosophy, historical and systematic alike. In this extraordinary volume, two dozen scholars join in offering penetrating discussions of various facets of Rescher s investigations. The result is an instructively critical panorama of the many-faceted contributions of this important American philosopher. Born in Germany in 1928, Nicholas Rescher came to the U.S. at the age of nine. He is University Professor of Philosophy (...) at the University of Pittsburgh where he has also served as Chairman of the Philosophy Department and as director (and currently chairman) of the Center for Philosophy of Science. In a productive research career extending over six decades, he has established himself as a systematic philosopher of the old style. His work represents a many-sided approach to fundamental philosophical issues that weaves together threads of thought from continental idealism and American pragmatism. And apart from this larger program Rescher has made various specific contributions to logic (the conception autodescriptive systems of many-sided logic), the history of logic (the medieval Arabic theory of modal syllogistic), to the theory of knowledge (epistemetrics as a quantitative approach in theoretical epistemology), and to the philosophy of science (the theory of a logarithmic retardation of scientific progress). Rescher has also worked in the area of futuristics, and along with Olaf Helmer and Norman Dalkey is co-inaugurator of the so-called Delphi method of forecasting. Ten books about Rescher s philosophy have been published in four languages. Rescher earned his doctorate at Princeton in 1951 while still at the age of twenty-two a record for Princeton s Department of Philosophy. He has served as a President of the American Philosophical Association, of the American Catholic Philosophy Association, of the American G. W. Leibniz Society, of the C. S. Peirce Society, and of the American Metaphysical Society. He was the founder of the American Philosophical Quarterly. An honorary member of Corpus Christi College, Oxford, he has been elected to membership in the European Academy of Arts and Sciences (Academia Europaea), the Royal Society of Canada, the Institut International de Philosophie, and several other learned academies. Having held visiting lectureships at Oxford, Constance, Salamanca, Munich, and Marburg, he has been awarded fellowships by the Ford, Guggenheim, and National Science Foundations. Author of some hundred books ranging over many areas of philosophy, over a dozen of them translated from English into other languages, he is the recipient of eight honorary degrees from universities on three continents. He was awarded the Alexander von Humboldt Prize for Humanistic Scholarship in 1984, the Belgian Prix Mercier in 2005, and the Aquinas Medal of the American Catholic Philosophical Association in 2007.". Although these areas have many concerns in common, nurses are demonstrating that their perspective can make a unique contribution to ethical debate.An especially dynamic area of discussion within nursing ethics is the philosophy of caring. The work on moral development by Harvard educator Carol Gilligan (...) in her book, In a Different Voice, is pivotal in this discussion (IV B, Cooper 1989). Jean Watson, a nurse at the University of Colorado Center for Human Caring, also has written extensively on the philosophy of caring. She states that "an ethic of caring has a distinct moral position: caring is attending and relating to a person in such a way that the person is protected from being reduced to the moral status of objects...." (I, Watson 1988).Even as the philosophy of caring becomes more predominant, however, nurses today are often drawn away from the caring role by forces prevalent in the modern hospital. First, modern technology can divert the nurse's attention away from the patient and toward the operation of complex equipment, and second, large hospitals are often managed as bureaucracies (I, Fitzpatrick 1988).A recent study examined the frequency and seriousness of ethical issues encountered in nursing practice (IV A, Berger 1991). A survey instrument that included 32 potential ethical issues was developed by the authors. Sir Roderick Murchison's Humboldtian belief in a close linkage between the sciences of geology and physical geography finds its best illustration in his prediction of the three-dimensional structure of Africa in 1852 from explorers' reports, fossil discoveries, and a theory of crustal uplift and fracturing elaborated by the Cambridge mathematician William Hopkins. From this remarkably accurate hypothesis and other theories which he had developed concerning the occurrence of coal and gold, Murchison concluded that exploitable deposits of economic minerals which might (...) justify the foundation of a series of new British colonies could be systematically discovered around the continent's elevated rim. As the simultaneous President of the Royal Geographical Society and Director-General of the British Geological Survey, Murchison subsequently organized the dispatch of numerous scientific exploring expeditions to test his theory and reconnoitre commercial opportunities in Africa. While widening the frontier of British science, he thus schooled the imperial government in the belief that science could serve the drive for national expansion. His views on the physical, biological, and cultural conservatism of Africa also provided scientific justification for Victorian schemes of improvement, and his promotional activities helped set the stage for the British annexations in the continent during its fin de siècle partition by the European powers. A national anthem is arguably one of the most powerful symbols for a nation-state, with impact beyond its ceremonial purposes. One source of its power lies in the lyrical content, bearing imprints of the past and texts for potentially guiding future behavior.In this paper we study the social foundations of national anthems with the Chinese national anthem as a case by analyzing its production through two changing texts—the lyrics of the anthem and key political documents from the (...) period of 1949–2005. The current national anthem, “March of the Volunteers,” adopted in 1949, was forbidden during the Cultural Revolution, and was restored in 1978, albeit with a new set of lyrics, and used until 1982 when the original lyrics were restored.Drawing upon the literature on collective focus and social relations, we build a theoretical model for understanding the changes in the Chinese national anthem. According to this model, the creation of collective memory in the form of a national anthem is conditioned by the cognitive and social context in terms of the type of collective focus and the kind of top-bottom social relation. The changing fate of the Chinese national anthem illustrates the efficacy of the theoretical model. (shrink)

That evening, one of the feasters recalled that this was the man who had written the foremost theological defense of the Royal Supremacy: the following morning, when Gardiner asked for vessels and vestments to say Mass before proceeding on his way, they were refused him, as to an excommunicate or a schismatic. This incident (...) is significant for a number of reasons: it shows that, whatever anyone else might have thought, Gardiner certainly thought he was a Catholic. The ambiguity of that label, and how far exactly it extended, is also quite evident. Some explanation of the difficulty and some consistency of usage in the text of the biography would have been welcome. The text itself appears to have a number of editorial flaws: p. 201 begins in the middle of a paragraph, and the opening lines are omitted. In the second paragraph of p. 176, numbers are transposed so that what is printed as 1534 should read 1543 (in the context, a significant difference). The book is, on the whole, a contribution to scholarship that is long overdue. That a man who was so powerful (not to say feared) during his own lifetime should wallow in oblivion is confusing. Redworth 's biography, for all its incompleteness, is of great value in piecing together the life of this leader, both political and ecclesiastical, who sought to fashion the emerging English Church and nation into a recognizably Catholic form. The religious order of the Dominicans (Order of Preachers) was founded in the thirteenth century by St. Dominic with the specific purpose of preaching the Gospel or " ministry of the Word." With the Franciscan Order it shared in the creative, artistic impulse that produced the medieval cathedrals. It is often said that the great Summa Theologiae of St. Thomas Aquinas, for all its intellectual rigor, is also a work of art comparable to the gothic masterpiece of Chartres cathedral. Dominicans and Franciscans thought that the Gospel should find expression not only in words, but in poetry, music, architecture, and BOOK REVIEWS 165 the plastic arts. Among the artists who were members of the Dominican Order are the recently beatified Fra Angelico (BL Giovanni da Fiesole ), Bartolommeo della Porta, an important influence on Raphael and other High Renaissance painters, Juan Mayno the gifted Spanish contemporary of El Greco, Pere Couturier, the advocate of modern church art and friend of Matisse, and the American sculptor, Thomas McGlynn. Carrying on this Dominican tradition, Angelico Rinaldo Zarlenga (1919-1986), a native of Italy, worked in the United States from 1949 until his death. The present work, edited by his brother Vincent, also a member of the Order, makes available a chronological catalogue of his paintings, sculptures, and designs in glass, with many illustrations in full color, along with a biography and critical appreciations by others, including Cardinals Joseph Bernadin and Mario Luigi Ciappi. It is an important contribution to the history of Catholic religious art in the United States. The noted German theologian Hans Urs von Balthasar built his whole theology not on the goodness and truth of God, but on His beauty, or in biblical terms, God's "glory." According to St. Thomas Aquinas, " beauty " is the " radiance of truth," that is, it is truth as truth is related well to our knowing powers. Like the fit between the key and the lock, beauty is the fit between known and the knower. That is why a landscape on a cloudy day looks dull and uninteresting, but when the sun comes out it appears strikingly beautiful. The sun's illumination has made the dim objects vividly visible, radiant to our eyes. This is what the artist does for us. The National Science Foundation's (NSF) role in, and influence on, the National Nanotechnology Initiative (NNI) can best be understood through an examination of the NSF's history. Because of the NSF's weakened position at its founding in 1950 and obstacles faced throughout its history, the NSF developed a discursive strategy that focuses on making a causal link between support for basic science and societal benefits, and an operational strategy focused on growing its constituency through infrastructural support. The National Science Foundation (NSF) has, since 1997, attempted to diversify and enrich science research and education in the USA through the Broader Impacts Criterion (BIC), also known as “Criterion Two” or the “Second Criterion”. In doing so, NSF has so successfully integrated BIC into its discovery grant funding programmes that it has become difficult to assess the efficiency (in an economic sense) of BIC activities, as opposed to cataloguing its products (number of trainees, publications, etc.). Moreover, current (...) practice at NSF requires that each and every Principal Investigator receiving a discovery grant address both Science, Technology, Engineering and Math activities and broader impacts, despite the fact that their formal training is most likely to be in only one of these areas. Against this backdrop, I consider NSF spending on broader impacts, conduct a microeconomic analysis of effectiveness of BIC expenditures, and discuss alternative funding models and Principal Investigator profiles and expertise sets that might not only accelerate the goals of expanding NSF's broader impact, but additionally enhance the quality of science funded by this agency. The National Science Foundation's Second Merit Criterion, or Broader Impacts Criterion , was introduced in 1997 as the result of an earlier Congressional movement to enhance the accountability and responsibility as well as the effectiveness of federally funded projects. We demonstrate that a robust understanding and appreciation of NSF BIC argues for a broader conception of research ethics in the sciences than is currently offered in Responsible Conduct of Research training. This essay advocates augmenting RCR education with training (...) regarding broader impacts. We demonstrate that enhancing research ethics training in this way provides a more comprehensive understanding of the ethics relevant to scientific research and prepares scientists to think not only in terms of responsibly conducted science, but also of the role of science in responding to identified social needs and in adhering to principles of social justice. As universities respond to the mandate from America COMPETES to “provide training and oversight in the responsible and ethical conduct of research”, we urge institutions to embrace a more adequate conception of research ethics, what we call the Ethical Dimensions of Scientific Research, that addresses the full range of ethical issues relevant to scientific inquiry, including ethical issues related to the broader impacts of scientific research and practice. Conventional historical and popular accounts tend to emphasize sharp polarities between empires and nation-states. While an empire is traditionally associated with conquests, slavery, political inequalities, economic exploitation and the wars of yesteryear, a nation-state is understood to be the only legitimate and viable form of large-scale territorial organization today. This article challenges such interpretations by focusing on the organizational and ideological continuities between the imperial and the nation-state models of social order. In particular, I focus on the role coercive and (...) ideological apparatuses as well as the transformation of micro-solidarities play in the formation of polities over long periods of time. I argue that although empires and nation-states are different ideal types of polity they are highly compatible and as such prone to metamorphosing into each other. More specifically I explore how, when and why specific coercive-organizational, ideological and micro-interactional processes make this periodic historical metamorphosis possible. (shrink)

Research in the social sciences received generous patronage in the late 1960s and early 1970s. Research was widely perceived as providing solutions to emerging social problems. That generosity came under increased contest in the late 1970s. Although these trends held true for all of the social sciences, this essay explores the various ways by which economists in particular reacted to and resisted the patronage cuts that were proposed in the first budgets of the Reagan administration. Economists’ response was three fold: (...) to engage in joint lobbying with other social scientists, to tap into their authority as a respected policy player, and to influence the types of research financed by the patron. With interviews of the former lobbyist for the social scientists, the former director of the Economics program for the National Science Foundation, and a review of the archival records of economists and their scholarly society, we discuss how economists have claimed entitlement to patronage in the closing decades of the twentieth century. We observe a dynamic and productive relationship between politicians and researchers mediated by the National Science Foundation, where civil servants, lobbyist and public minded scientists, and self-serving grantees trade roles. Why did the Rockefeller Foundation think that it had to redeem its pledge of 1930 after the drastic political changes had occurred in Germany? It is my impression that the foundation was forced reluctantly to do so. There had, of course, been a resolution passed by the trustees in 1930 to vote the funds. This did constitute an obligation for the foundation which its trustees and officers were reluctant to disavow. It would probably have preferred that Planck (...) could not meet the conditions set forth by the foundation. If this had occurred, it could have avoided the onus of failure to meet an obligation undertaken in 1930 and could then have also avoided providing support, even if only indirectly, for National Socialist Germany. When faced with the alternatives of withdrawal or payment of the grant, most of the officers preferred to delay action. Max Mason, on the other hand, had promised Planck that the grant would be made, despite the delay.Increasingly, after 1933, the Rockefeller Foundation spent more time dealing with requests for refugee scientists than with the support of scientific work in Germany. The dismissal of foundation-supported assistants on “racial” grounds had angered some members of the foundation.When the Rockefeller Foundation was chartered in New York in 1913 it declared that its objective was “the well-being of mankind throughout the world”. That remained its aim, but a fanatical nationalism made it impossible for the foundation to pursue an internationalist policy in a country with a regime entirely antithetical to that ideal. (shrink)

National Baha’i elections, conducted world-wide without nominations, competitive campaigns, or parties, challenge the emerging consensus that the only truly democratic elections are multiparty elections in which each party’s candidates compete freely for votes. National Baha’i electoral institutions are based on three core values: respect for the inherent dignity of each person, the unity and solidarity of persons collectively, and the justice and fairness of institutions. While liberal political philosophy interprets respect for dignity exclusively in terms of equality and (...) freedom, the Baha’i model interprets dignity to require respect for the equality, freedom, and nobility of each person. The perfectionist focus on nobility helps explain the distinct features of national Baha’i elections and, in particular, the ban on campaigning. In light of ongoing concerns about the character of the electoral process in actually existing democracies, further research into Baha’i elections and their philosophical foundations provides a promising basis for rethinking widely held liberal assumptions about how democratic elections must be conducted. Engaged scholarship is an intellectual movement sweeping across higher education, not only in the social and behavioral sciences but also in fields of natural science and engineering. It is predicated on the idea that major advances in knowledge will transpire when scholars, while pursuing their research interests, also consider addressing the core problems confronting society. For a workable engaged agenda in science and technology studies, one that informs scholarship as well as shapes practice and policy, the traditional terms of engagement (...) must be renegotiated to be more open and mutual than has historically characterized the nature of inquiry in this field. At the same time, it is essential to protect individual privacy and preserve government confidentiality. Yet there is a scientific possibility for and benefit to introducing more collaborative and deliberative research approaches between scholar and subject in ways that will not violate these first-order ethics. To make the case, this article discusses the possibilities and perils of engaged science and technology scholarship by drawing on our own recent experiences to conduct and apply STS research while embedded in the National Science Foundation. Brief accounts of these experiences reveal the opportunities as well as the challenges of engaged scholarship. They also provide lessons for those fellow travelers who might follow the authors to this or other like host organizations with ambitions of increasing fundamental knowledge about and applying research to the policies, programs, and decisions of the scientific enterprise. Historical analyses of the genesis of the National Science Foundation have given insufficient attention to the role of business in the legislative struggle to establish a postwar research policy agency. This has led to an incomplete understanding of the defining characteristics of the final NSF legislation. Agency focus on basic research has heretofore been interpreted largely as a response to scientists' interests rather than to those of scientists and business. Moreover, the concern of industry with the intellectual property (...) provisions of the legislation has also been underappreciated. In this article, the standard history of the genesis of the National Science Foundation is revised by dissecting the concerns of business with NSF legislation and the role of business in shaping the legislation. The character and influence of industry on proposals for a National Science Foundation are clarified through an examination of three distinct ways in which industry shaped National Science Foundation legislation. The article concludes that in the debate over the establishment of the NSF, interests and influence must be seen as layered, overlapping, and blurred. (shrink)

Despite the National Science Foundation's recent clarification of the Broader Impacts Criterion used in grant evaluation, it is not clear that this criterion is being understood or applied consistently by grant writers or reviewers. In particular, there is still confusion about how to interpret the requirement for broadening the participation of under-represented groups in science and scepticism about the value of doing so. Much of this stems from uncertainty about why the participation of under-represented groups is desirable or (...) beneficial in the first place. This paper distinguishes three different rationales for the importance of diversity in science and draws out the implications for the kind of diversity that is desirable, as well as how the diversity requirement of the Broader Impacts Criterion should be applied and weighed against other criteria in reviewing particular grants. I argue that there are epistemic, as well as social, benefits to diversity that can help promote scientific progress. (shrink)

The National Science Foundation (NSF) evaluates grant proposals based on two criteria: intellectual merit and broader impacts. NSF gives applicants wide latitude to choose among a number of broader impacts, which include both benefits for the scientific community and benefits for society. This paper considers whether including potential societal benefits in the Broader Impacts Criterion leads to enhanced benefits for society. One prerequisite for realizing societal benefit is to transfer research results to potential users in a meaningful format. (...) To determine whether researchers who discuss broader impacts for society are more likely to engage in broad dissemination activities beyond the scientific publication, I analysed proposed broader impacts statements from recent award abstracts. Although 43% of researchers discussed potential benefits for society, those researchers were no more likely to propose dissemination of results to potential users than researchers who only discussed broader impacts for science. These findings suggest that considering potential societal benefit as a broader impact may not lead to more actual societal benefits and that many potentially useful results may not be disseminated beyond the scientific community. I conclude with policy recommendations that could increase the likelihood of realizing potential societal benefits from academic research. (shrink)
